set_argo_sys_params

 SET_ARGO_SYS_PARAMS  Load Argo Realtime System parameters in global struct

   Note:  The fields in this function will be modified by the system
           operator from time to time.  Eventually a GUI should be
           used to maintain a mat-file containing the system parameter.

           After modifying, invoke this function to reload parameters
           in current Matlab session.
